NOTICE TO BIDDERS - VETERANS MEMORIAL HOSPITAL POSTVILLE CLINIC PROJECT

Sealed bids will be received by the Veterans Memorial Hospital, 40 First St SE, Waukon, Iowa 52172 (the “Hospital’s Main Campus”) on or before 2:00PM on the 10th day of June, 2025 and opened at 2:05PM the same day in the ICN Room at Veterans Memorial Hospital for furnishing all labor, materials, and equipment required to accomplish the construction described in the specifications, indicated on the plans, and according to the anticipated schedule. The proposals will be presented to and considered by the Board of Trustees of the Hospital during the board meeting on June 12, 2025. The Board of Trustees will review the proposals and act upon at such time and place.

DESCRIPTION: The bids are for a Single Prime Contract (general, mechanical and electrical combined) for a renovation project at the Hospital's clinical facilities site located at 132 &134 West Greene Street, Postville, Iowa 52162, to include, without limitation, an approximately 4,600 square foot renovation of the existing building, including interior demolition, new metal stud walls, doors and frames, casework, interior finishes, mechanical, electrical and plumbing.

The estimated cost of construction for the Project is $950,000.

A Public Hearing will be conducted at a meeting to be held at 1:45PM, on the 20th day of May, 2025, at which time and place any person may appear and file objections to the proposed plans, specifications, form of contract, and the estimated cost of said project.  For more information about attending this Public Hearing, please email Dave Martin at dmartin@vmhospital.com with your request.

A Pre-bid Meeting will be held on May 20, 2025, at 2:00PM in Postville, Iowa at the Project Site, 132 &134 West Greene Street. Attendance is recommended but is not mandatory.

Work is anticipated to commence upon award of contract or Notice to Proceed, as set forth in the schedule in the Bidding Documents, and be substantially complete by December 12, 2025.

Plans and specifications governing the construction of the proposed Work have been prepared by INVISION Architecture of Waterloo, Iowa. Bidders may obtain sets of the Bidding Documents in accordance with the Instructions to Bidders upon depositing the sum of $50.00 (written to Veterans Memorial Hospital) or a MBI Plan Deposit card for each set of documents.

A second, non-refundable check for $15.00 made out to the printer shall be included if shipping is desired.

Deposit will be refunded if Bid Documents are returned complete, undamaged, unmarked and reusable within 7 days of submission. Failure to comply will result in forfeiture of deposit.

BID SECURITY: All bids must be accompanied by bid security payable to OWNER in an amount equal to at least 5% of the highest total amount including Add Alternates. The bid security may be in the form of a Certified Check, Cashier’s Check or a bid bond executed by corporations authorized to contract as surety in the State of Iowa. Bid Security shall be in a separate envelope with the sealed bid and shall be forfeited to the Owner as liquidated damages in the event the bidder fails to enter into a contract and furnish a bond within ten days after his bid has been accepted. No Bidder may withdraw his bid for at least thirty (30) days after the schedule closing time for the receipt of bids June 10, 2025.

The successful Bidder will be required to furnish and pay for satisfactory Performance Bond and Labor and Material Payment Bond in the amount of 100% of the Contract Price. Bond to be issued by a responsible surety approved by the Board of Trustees of Veterans Memorial Hospital and Clinics.   

The Notice to Proceed will be issued following acceptance of the executed Contract by the successful Bidder and the requisite Performance Bond and Labor and Material Payment Bond and insurance certificates, and a determination by the OWNER that it has secured permanent financing for the Project. All work for this package shall be completed within the given schedule. 

The Owner reserves the right to reject any or all proposals or to waive technicalities or irregularities and to accept any bid which will best serve the interests of the Owner. By virtue of statutory authority, a preference shall be given to products and provisions grown and coal produced within the State of Iowa.
